Kleeman, Executive Director of Lincoln Hills Development Corporation (LHDC). Appointments must be made and are now being accepted. The Low Income Home Energy Assistance Program (LIHEAP) is a federal block grant funded through the U.S. Department of Health and Human Services (HHS) and administered in the State of Indiana by the Indiana Housing and Community Development Authority (IHCDA). The Energy Assistance Program is designed to assist low income families with the high cost of home energy through the partial payment of utility and/or fuel bills. The program does not have sufficient funds to pay all the energy costs of eligible households. An important energy education component has been added to the Energy Assistance Program. Energy Assistance Program clients who participate in the educational component will receive a free conservation action kit.
