Funding for the Weatherization Assistance Program is provided through the Indiana Housing and Community Development Authority (IHCDA), allowing LHDC to serve low-income households in Crawford, Perry, and Spencer Counties.

This program serves both renters and homeowners. The program’s primary objective is to assist households to conserve energy and reduce the impact of rising energy costs through the installation of energy conserving measures in their homes.

​After a household has applied, they will be placed on a waiting list. When they have reached the top of this list, they will be contacted to schedule a home inspection. This inspection is based upon the Weatherization guidelines and will determine what work can be performed on the home.

During an inspection the home will undergo:

  • Testing the safety and efficiency of appliances (such as furnaces, gas water heaters, and gas stoves)
  • Checking ductwork and air venting
  • Blower door testing to identify air sealing and duct sealing issues​
  • Checking insulation levels in ceilings, walls, and mobile home floors/site-built foundations

As each home is unique, it is not possible to predict the exact work we will be able to perform until a full inspection has been completed. However, as the primary focus of the program is to reduce a home’s heat loss, typical services may include: weatherstripping, additional insulation, caulking/air sealing, and tune-up/repair of furnace and water heater.

What Weatherization DOES NOT do:

The Weatherization Assistance Program (WAP) will not provide any major home repairs including:  
  • Replacing/repair windows  
  • Replace doors 
  • Replace/repairing roofs  
  • Most plumbing issues 
  • Replace carpet/flooring 
  • Build access ramps
